Ghurki was born on 13 August 1956 in Lahore, Punjab, into a prominent Ghurki family. She received her B.A. degree from Lahore College for Women University in 1976. Her early life laid the foundation for her later contributions to politics, society, and public service. Political career
Ghurki entered politics in 2002 with the Pakistan People's Party (PPP) and became the first woman elected from a general seat in Lahore. She served as Federal Minister for Social Welfare, Special Education, Environment, and National Heritage. After losing her seat in 2013, she became president of the PPP Punjab Women Wing in 2017. In 2024, she secured a National Assembly seat through a reserved quota for women but faced temporary suspension due to legal disputes. She regained her seat later that year, continuing her political journey with the PPP.

Samina Khalid Ghurki was married to Khalid Javaid Ghurki, who also served as a member of the National Assembly, until his passing in 2011.
